OGR ERROR 1: failed to load NAD27-83 correction file

I just started getting an OGR Error and OGR Exception in a Geodjango
application that was previously working.

I'm working on Win XP Pro SP3.

I reinstalled POSTGIS, GDAL and PROJ4 files, and also re-added Google
projection, but the error persists.
