Hi,

I use Axure, it is really the best solution. You may also consider Balsamiq, less features but maybe a bit easier.

I'm with Dani. Balsamiq. I used to use Visio a lot too, but you really need to dig up cool stencils. You can find a few here: http://petervandijck.com/iabook/template.htm

I vote for Axure too,

It's quite straightforward, enable to simulate navigation and quickly generate mockups as static HTML files (among many other features).
