Duties and Responsibilities

The Trade, Environment, Climate Change and Sustainable Development (TED) Branch assists developing countries in strengthening their capacity to design and implement mutually supportive trade, environment, climate change and sustainable development objectives in development strategies at all levels. Within TED, its BioTrade Initiative BTI aims to promote the conservation of biodiversity to further sustainable development through its sustainable commercial use in a variety of sectors in Africa, Asia and Latin America, in partnership with BioTrade partners. BioTrade refers to those activities of production, transformation and commercialization of products and services derived from native biodiversity (species and ecosystems) under social, economic and environmental sustainability criteria.

As part of its activities, the BTI collaborates with a wide array of stakeholders including national and regional BioTrade Programmes and organizations, UN agencies and private sector institutions. To leverage its central position in the area of BioTrade, UNCTAD developed a dedicated website, biotrade.org, which is positioned as a hub/one stop window on UNCTAD BioTrade's contribution to the biodiversity agenda.

In order to enhance its online communication and dissemination capacity on BioTrade, UNCTAD is developing a new BioTrade website to serve as a comprehensive and user friendly online resource center/platform. The new website will enhance outreach and improve the availability and accessibility of information on BioTrade, thereby becoming a key reference point for key stakeholders. In this view, is expected that the website would include some contents in English, Spanish and French.

Against this background, UNCTAD is seeking an experienced website designer to develop a new website that will integrate all the resources, publications and other relevant information formerly available on the previous BioTrade website and will complement the existing BioTrade section of the main UNCTAD website.

The consultant will carry out the following duties:

 

·         Consult with the BTI team and identify a suitable Content Management System for the development of a user friendly, reliable and efficient new BioTrade website  

·         Develop the new BioTrade website in accordance with the technical specifications provided by UNCTAD

·         Develop a new graphic identity for the new BioTrade website in accordance with the UNCTAD guidelines

·         Migrate contents from the former BioTrade website to the new website

·         Train and provide technical backstopping to the BTI team for the management of the new BioTrade website

 

The consultant will specifically develop the website according to the following technical specifications and requirements:

 

·         Searchable BioTrade library (efficient search engine that allows an access to all the contents from the site). Search results should also include documents, news and resources drawn from other designated BioTrade partners' websites

·         Count of clicks for each page and download of each document from the website, plus other meta-data (country of origin, etc.). These statistics should be available immediately and indefinitely

·         News feed/new content display (should at least display all the new content from the website and if possible in the partners’ section there should be an automatically updated list of new partner resources (key publications, news and events)

·         Mobile phone/ tablet compatibility (responsive design)

·         Full taxonomy processes and procedures (to associate relevant news, events, publication etc to various web pages, by country, topic, etc.)

·         Online database functionality (NTM mapping, simplified BTIAS) (To be confirmed by UNCTAD)

·         Online contact database from which information such as email addresses, countries, organizations, etc., could be extracted in html and Xls format. The database will include the existing BT contacts as well as the contact information of all the meeting participants and the BT news alert subscribers who registered online. Ideally there should be a functionality to send emails directly from the user section of the website.

·         Registration form for BioTrade events hosted out of Geneva (linked to the online contact database) (To be confirmed by UNCTAD)

·         Subscription to BioTrade news → subscribers would receive an email alert when news are published (also linked to the online contact database). (email alert is optional)

·         Feedback/Survey (evaluations sheets) for meetings available online. (To be confirmed by UNCTAD)

·         Events calendar

·         Dynamic top menu with two levels of links

·         Rotating images/infographic/content in homepage (with latest news/events)

·         News flash in homepage (Box with content updated directly when news section is)

·         Meetings and Publications displayed on the BioTrade section of the UNCTAD website automatically displayed on and available on the BioTrade website

·         Functionality to display any new relevant category of content/information from the UNCTAD website on the BioTrade website

 

Ultimate result of service:

·         A new BioTrade website developed in accordance with the technical and other specifications provided by UNCTAD

·         Migration of the selected content (meetings, publications, news, presentations, etc.) from the former BioTrade website to the new website

·         BTI team fully trained on the management of the new BioTrade website

·         Technical backstopping for the management of the new BioTrade website provided until the end of the contractual period

Output/Work assignment

Deliverable 1: A new BioTrade website developed in accordance with the technical specifications provided by UNCTAD above

Deliverable 2: Migration of the selected content (news, publications, presentations, etc.) from the former BioTrade website to the new website

Deliverable 3: BTI team fully trained on the management of the new BioTrade website

Deliverable 4: Technical backstopping for the management of the new BioTrade website provided until the end of the contractual period

Expected Duration

4 months of full time work from 11 April to 31 December 2016

Evaluation Criteria

Academic Qualifications: Bachelor's degree in Computer Science or Web Engineering or University certificate or degree on web design or website management

Experience:  5 years of work experience in web design, website development, graphic design, and databases.

Language: Fluency in both oral and written English is needed for this consultancy. Working knowledge of French or Spanish is an asset.
