quotation for a multilingual webiste + database + other fun features

Dear web professionals,
A friend of mine is looking for a company or an individual contractor to build an institutional website, in English, French and Arabic, which should include the following:
- a set of static webpages, in English, French and Arabic.
- Various password-protected databases. One of them should be similar to the European RAPEX, but only for Arab countries.
- An Online School including: e-learning courses, online courses and information about regional courses in the training centres (Egypt, Tunisia and Morocco)
- Monthly webinars for members to discuss different issues
- mobile version of the website + features

At this stage, any kind of technology is envisaged, and there is no limitation in terms of where the job will be done.
