Hello Pavel,
As per the “backend service components” article, a backend contains an instance group, a balancing mode and a capacity setting. I reproduced the given scenario about backend services and got the same “This backend service has no backends configured” message even though all my backend VMs are properly configured and in the healthy state.
This looks to me a cosmetic bug, your HTTPs LB should be working fine without any issue. Engineering has been made aware of this issue.
When a VM instance group is attached to a specific LB, it will be shown in the VM instance group detail page as “In use by:<LB Name>”
When a VM instance group is not attached to any Load Balancer, it will be shown in VM instance group detail page as “In use by: <empty field>”
