ERROR: (gcloud.compute.ssh) [/usr/bin/ssh] exited with return code [255]

We are having two gcloud instances having the same firewall rules but one is working while other isn't.

When I try to connect to it I am getting the following error:

ssh: connect to host xxx.xxx.xxx.xxx port 22: Connection timed out

ERROR: (gcloud.compute.ssh) [/usr/bin/ssh] exited with return code [255].

Please reply asap.
