Hi, you can request quota for committed use discounts via the "Commitments" quota. Note, you can not purchase committed use discounts for more than your vCPU quota (which normally causes the committed_cpus error).  You can find more details here: https://cloud.google.com/compute/docs/instances/signing-up-committed-use-discounts#quota

My commitments quota is 2000, however, I cannot purchase additional commited CPUs because there is a hidden quota (missing in the list) called COMMITTED_CPUS (not normal CPUs which is perfectly fine)

Hello

You can file a quota increase request for COMMITMENTS Quota in the required/specified region. COMMITMENTS increase should increase COMMITTED_CPUS and COMMITTED_LOCAL_SSD_TOTAL_GB to the current quota of CPUS and LOCAL_SSD_TOTAL_GB in the region.

To request quota for commitments please follow these instructions: 1. Go to the Quota page in the Google Cloud Platform Console. [1] 2. Expand the Quota type dropdown menu and select All quotas. 3. Expand the Metric dropdown menu. 4. Click on None to hide all quotas and then type commitments in the search box to search for commitments quota. 5. Select Commitments from the results list. 6. Select the checkbox next to commitments for the desired region and click the Edit Quotas button. 7. If prompted, fill in your first and last name, and phone number. Click Next. 8. Fill out the request form and click Next. 9. Click Submit Request to submit your request.

I hope it helps.
