Bureaucratic nonsense. Feel free to ignore, but I'm the sort who
prefers more information to less.

We fairly regularly have issues with getting sufficient count of
voting members to vote in new members. I'm proposing that, if not
enough folks show up to a board meeting, we can add new members with
a majority of the board alone.

Most of you probably don't care about this. :)

Bias opinion is bias, but here's mine:

New members should be easily gained, but not "willy-nilly" considering the amount of trust that's involved.  Without being too complicated, could there be a sort of "evaluation period" membership if a quorum isn't possible that will automatically turn to "regular member" if no voting member objects within a timeframe?

Sounds like a delightful topic for the meeting..

We've gone through seasons of lots of bureaucratic discussion, and
seasons of not much. I really don't intend to start another round of
navel gazing; but I do want to make it easier for us to add members.

An interim membership? Interesting.
How about a vote over a period of time, say six weeks to gain enough votes?

It's kinda like ratifying an amendment to the Constitution. The States get so long to vote yea or nay. So if a proposed member gets enough votes over X weeks he is ratified.

Is one board member present a "majority"?
Maybe you could weaken the definition of quorum, but not down to one.

There are 5 board members, so it would be 3.
