DicomFile.Open failed

I've been tried for several times.In some projects,when I open a dicom file.It cannot be opened,and catch the exception shows ""Dicom.DicomEndcoding" the type of initial value settings throw an exception";
what should I do to solve this problem?

Hi!

I noticed that you temporarily posted an issue on Github regarding this problem as well. Have you managed to solve it? Otherwise, which fo-dicom version are you using? Which platform are you targeting, .NET Framework? In that case, which version? fo-dicom targets .NET 4.5.2 and later.
