This probably means you haven't configured the required oauth variables yet.
The configuration for each oauthprovider is currently done in file flyspray.conf.php, section [oauth].
In /admin/prefs settings you can currently only enable/disable an existing oauth configuration.
Sorry, there is currently no hint in the admin area if the oauth is configured for each enabled oauth provider and working. (TODO)
An example can be found in setup/upgrade/1.0/flyspray.conf.php
