Same App with two admob account can't link to single one firebase project?

Hi,

    For some reasons, I got two admob accounts for my same app.

   Now I want to link my two admob accounts to the same firebase project, the first one is linked successfully, but when I linked the second one, I got the error message "Unable to link app to Firebase. Please refresh the page and try again".

   So the same App with two admob account  can't link to the same one firebase project? 

   Can anybody explain it ? I can't find any official information about this.
