Safe to disable C2D_MESSAGE permission?

Hello! 

I am integrating the Firebase Remote Config SDK into our app at the moment and I noticed that the C2D_MESSAGE permission has been included. We would prefer not to break auto-update since our app is distributed to 1M+ users by adding another permission. Can we just remove this permission safely from the app if we are only using the Remote Config library? Or does some part of the core library that Remote Config depends on need this permission?
