Boundary API - plans? code? code roadmap?

Are there any specific plans w/r/t the boundary (and district) API?

Where is the scraper code for districts and boundaries located?  

AFAICT, it's not in billy.

There used to be a project at https://github.com/sunlightlabs/openstates-boundaries, but it's gone, and I see nothing like it in the openstates repos.

In general, it would be great if there was an org-level readme that explained to devs what the status of projects are, inter-dependencies, and in particular what's "dead", "live", and "incubating".
