DC data availability?

Hi,

Looks like the DC bills are still unavailable http://openstates.org/dc/bills/ even though the new session bills are available on the source: http://lims.dccouncil.us/SearchResults/?Category=0&CouncilPeriod=21&AtrequestOF=0&Introduced=0&coSponsoredBy=0&ReferredTo=0&ReferredWithCommitee=0&LegislationStatus=0&AdvancedKeyword=&StartDate=&EndDate=&IsDoc=0

It's on the radar -- this requires a near complete rewrite for the new
DC LIS system. I'm going to start working on that once I stabilize
other states which take less time (alas, the curse of triage)
