Minnesota duplicate votes

It seems like many of the bill_votes in the Minnesota csv are duplicates. Before I drop these I was wondering if anyone knows why this is the case. (e.g. MNV00002747-MNV00002749 are the same as MNV00002755-MNV00002757).
