Alabama Bills appear to be broken

I was working on fixing the DATA-541 bug which involves bills on Alabama's Special Seasons when I realized that none of the Alabama bill URLs are currently working.

For example the HB-7 bill links to http://alisondb.legislature.state.al.us/ACAS/searchableinstruments/2013rs/PrintFiles/HB7-enr.pdf

This is wrong because the first string in the path should be ALISON instead of ACAS. It appears that the bills.py file uses ALISON in their urls and when I run the Alabama script manually I am getting the right URLS as well. What would the cause of this issue be?
