When does the data get updated?

I need to know when Open State pulls bill history data for California. Does it happen when I make the API call to Open State, or does Open State do an update at a fixed time every day?

I know California updates their SQL database and makes it available for download midnight Pacific time. If Open State uses that update, when can I be safe to begin making queries for the latest data?
