Subscriber verification emails not being received

In the past couple of months I've been seeing a lot of new subscribers who are never verified. In communication with one or two, I found out that they never received a verification email, and it was not in their spam folder.
So, I'm missing out on a lot of new subscribers. Is there a fix for this?
