Acquiring a claimed but unused Feed URL

I'm looking to update two of my feeds but unfortunately what I'd like to update them to is not available. After visiting both feeds, one hasn't been updated in nearly 4 years and another is just a plain fake feed. Is there any way to contact the owners and transfer the feed addresses over to me?

Any help would be greatly appreciated.
