Letters are not sent, delivery does not work...

Unsuccessfully tried testing my feed (http://feeds.feedburner.com/elenaturkka/bpgs) with 3 different email addresses during the whole month.
I update the feed at 11 am Tokyo time (where I live). At this time in the US is yesterday. Perhaps this is the reason for my failure?
More then 20 times I've changed delivery options, but without any result, no one of the letters was not sent.
Are there any advices how to tune time of delivery? Or the service nas already died?
