This could be related to non-standard directory locations in packaged
versions of Tomcat, similar to the issue that Graeme West reported here -

Graeme wrote some notes on how to get around this, see the instructions here
https://wiki.duraspace.org/x/mghQAQ - particularly on ensuring that there is
a $CATALINA_HOME$/common/lib (see "Software prerequisites" - "MySQL
connector". You'll need to do this before installing, and re-install
afterwards.
As an alternative to creating the symbolic link, you can also (after
creating a $CATALINA_HOME$/common/lib directory) modify
$CATALINA_HOME$/conf/catalina.properties, find the property common.loader
and ensure this directory is included in the path.
