Make building the fabric8 projects with helm optional

Hi

The fabric8-forge and fabric8-devops projects cannot be built with

mvn clean install

If you do not have some helm auth setup.

I wonder if we can make that optional or something so any user can
build our stuff ;)

I updated the fabric8 plugin to try an ssh-agent, too, when available.
However, I wonder why we need to checkout the charts via SSH and not via
https (which doesn't need any authentication for read only access) ?

This should be available in 2.2.90 of the plugin (when released).

I'm all with you that the build should work even when being offline (and
all deps downloaded).
