Last Eureka Server in the cluster is not returned from API call

I have set up a cluster with Eureka servers running on 3 EC2 machines inside docker containers.

When one of the Eureka server is stopped,  I can still see on the Admin UI(http://host2:8080/eureka/) the information below for the  remaining 2 Eureka servers that are live.

Also when I run query the API using http://hostname2:port/eureka/v2/apps  , I see the information of the remaining 2 instances.

However, when I stop 2 Eureka servers out of 3, I get absolutely nothing(shown below). My assumption was, I should see the remaining last Eureka server that is still up and running.

Am I missing something or Eureka does work as follows?
