I have tagged 3.1.0 and the devel branch is now open for new work.
My idea is to move forward with 'pgapp' as a higher level way of
dealing with Postgres, on top of epgsql that adds a pool manager, as
well as resilience to the DB going away.
Most *current* users of epgsql have probably already solved those
problems, but I think it's a friendly gesture to package up a solution
to them for those just getting started.
