Random idea for the pgapp problem we were discussing here:

Perhaps DB up/down events should call some kind of handler so that the
application that uses pgapp can behave accordingly?
Naturally, calls would fail too like they're doing now, but rather
than check each and every call, everywhere, you could just enable some
kind of "oh, the DB is down" thing. For instance a web site could
stop serving regular pages and just put up a "sorry" page.
Just a random idea that occurred to me.
