connection timeout test

I'm wondering if we should scrap this test altogether:

It doesn't seem to be working right now, and all it's really doing
underneath is trying to test the behavior of gen_tcp:connect, which -
hopefully - is tested by the Erlang development team.

Does anyone see a reason to keep it?
