flow between reservoir and tank

Hi all

I have question about flow between reservior and tank. 

Hight difference between them is 15m. Demand is only from tank and it is 0,8 l/s (in average), but flow in pipe is shown as 3,82 l/s all the time.

3,82 l/s flow is condutance of pipe, that depends on pipe diameter, roughness and height difference of pipe.

True flow is much smaller and it is not constant, like in simulation.

How can you simulate right connition in pipe between reservoar and tank?
