rule-based control regarding a specified time for filling a TANK

Hi people, Good Morning! 

Kindly help me in setting the command using control Rule-Based regarding my 

Booster pump which is opened at 10am-11am & 5pm-6pm filling a TANK at this time only

with initial level of 3.2m (max level is 5m). Thank you.
