Aggregate Cluster

We are using Envoy to route to service instances in various datacenters. We want to configure secondary and tertiary clusters which route to other datacenters in the case of failover. 

1. Is Aggregate Cluster the way to do this?

2. I noticed it's still in Alpha. Is it stable yet? Is there an alternative we can use while waiting for it to become stable? https://github.com/envoyproxy/envoy/blob/v1.14.1/api/envoy/config/cluster/aggregate/v2alpha/cluster.proto

1. The aggregate cluster would be the thing to use if the different clusters vary in some form (LB policy, discovery, etc.). If they are all the same sans the endpoints it would be easier to use different priorities within a single cluster.
2. There are still some kinks to iron out, I'm currently aware of two outstanding issues that might prevent you from being able to use it in production: https://github.com/envoyproxy/envoy/issues?q=is%3Aissue+is%3Aopen+label%3Aarea%2Faggregate_cluster+
