xDS transport next steps

Hi,

We have reached the final draft stage for the xDS transport next steps proposal. You can find a summary here and the full design document here. This is a significant step function in the evolution of the xDS transport which maintains full backwards compatibility with the existing v3 xDS transport.

You might want to take a look at these documents if you are interested in federating xDS or improving the scalability, reliability and performance of xDS control planes. Additional feedback is welcome, we will move this final draft to plan-of-record by end of next week or once all feedback is resolved. Implementation is beginning and early support for the enhanced transport will likely intercept Envoy 1.16.0.
