Elixir and Bazel

I don't know if this is the right place to suggest this but I was really hoping someone would start supporting building elixir using the Bazel build tool: https://bazel.build/

It would probably replace the `mix compile` and `mix test` command.

Hi,

This is indeed the place for proposing/additions changes to the language but it is up to the proposer to make the case why such feature is important and assess its impact on the community.
