A new voting method called minimax outcome (not to be confuzed with other minimax)

This link talks about a new way to aggravate approval votes into N-winners. I found a link to this when looking through other articles about voting methods. Unfortunately the full PDF costs 40$ but surprisingly 159 people have bought it so it does seem like a big deal. Does anyone want to purchase it and find out what properties this voting method has?
