He mentions the difficulty of fully ranking several candidates, a problem Warren Smith pointed out years ago.

Yes and he also mentions that he spoiled a ballot.

The "Balanced Approval Voting" he refers to is his name for three-valued Range Voting with equal spacing.

When Cohen and another fellow, Donald Kronos, speak of "balanced", they mean, not only Frohnmayer-balanced, but also using a numerical scoring system centered on zero. I try to tell them that doesn't matter in terms of power, but they continue to push for the notational balance. Well, it does no harm, I think.
