Is star voting precinct summable?

I mean, clearly it is precinct summable with O(C!) space, but can we get O(C), O(C log C), or even O(C^2)? I think any voting system being not reasonably precinct summable with 10-20 candidates is a deal breaker.

it is. the range round is easy; the 2nd round needs the precincts to tabulate
the counts in each pairwise race
