DailyKos piece complains/alleges "shortest splitline" districts are horrible

it even goes sop far as to cliam they would be illegal under the
voting rights act
(although I see no basis for that claim).

It would be illegal under the voting rights act because it would pack the votes of african americans, thus diminishing the impact of their vote.

The voting rights act nowhere says blacks need to be packed.

And if they are packed, that means their votes become ineffectual
and can (and often does) hurt Blacks.

Exactly.  That's what I'm saying.  Shortest split line would violate the VRA because it packs black votes.
