contains the Carter Center reports on election observing in China 1997-2002.
One can hardly come to a definitive verdict on China from them -- maybe they
all were Potemkin villages? -- but there
is probably something of some use in there.

The Economist says
"Russia and China, meanwhile, have set up pseudo-monitors, such as
those from the Commonwealth of Independent States, a Russian-sponsored
organisation based in Minsk, and the Beijing-based Shanghai
Co-operation Organisation. These groups happily endorse fraudulent
elections, muddying the waters to undermine the efforts of more
reputable bodies."

"China will donate equipment to assist in Cambodia’s elections next
year, including computers and ballot boxes, according to Cambodia’s
top electoral body, weeks after the U.S. and EU withdrew support amid
a crackdown on the opposition Cambodia National Rescue Party (CNRP).
NGOs in Cambodia expressed concern Thursday over the plans, saying
the Communist nation’s involvement undermines the ballots and calling
instead for election officials to seek assistance from democratic
governments.
In a statement posted to its website on Wednesday, Cambodia’s
National Election Committee (NEC) listed planned donations from China
that consisted of 30 different types of equipment, including
computers, printers, photocopiers, cameras, ballot boxes, and voting
booths..."

"In how many of China's one million villages have democratic elections
taken place? Estimates vary widely, as do definitions of 'democratic.'..."
They then mention claims of <10% to 60% by various foreign & domestic
sources. They then say they did their own estimate in 1997 by opportunistic
interviews with 8302 random Chinese people in 478 villages in 7
provinces, finding an estimate that 82 of the 478 had democratic
elections (17%), but then finally suspecting
this 17% probably was an overestimate nationwide.


Most or all that pertains only to local elections, not for the NPC.
