DDA Interaction with Dwarka Citizens/CGHS/DDA RWA/MTA reprentative held on 26th Feb 2011(Draft Report)

DDA – Civil Works Department – Dwarka Division : 

                       

Please CORRECT if any descripencies

 

 

1.        Civil
a.        Roads
i.      Condition of Roads in Dwarka. Eg Road No. 205	The DDA CE had assured that all the roads will be dense carpeted as per CRRI recommended specification within 4 months. 300 meter is severely damaged.
Action:	DDA- Civil Engineering's- Dwarka Division
Time Frame:	4 Months
ii.      The alignment of Roads at Crossing/Junctions	The DDA CE had discussion with Senior Official and assured that CRRI will be asked to suggestion and based on the same all the roads will be rectified.
Action:	DDA- Civil Engineering's- Dwarka Division
Time Frame:	No time frame
iii.      Maintenance Schedule of Roads- Inspection Schedule of Roads	The DDA informed that time to time inspections are carried out. The citizens desired JE/AE make regular inspection and at least once in 3 months EE/SE to make a survey of their area roads. Including Road Numbering of all the roads. SW7 & SW 8 is responsible for Master Plan. SE Circcle 2 Mr. Dhawn responsing
iv.      A Policy on  ZERO POTHOLES for Dwarka Roads	The DDA CE had assured that all the potholes will be immediately looked into. In less than a month all the roads will be without poles
Time Frame:	Immediately
v.      Painting of KERB STONES(Not white wash) of Side&Central Verge	The DDA CE had welcomed the suggestion from Dwarkites for Painting instead of whitewash and the same will be implemented.
Time Frame:	From Next Planned works
vi.      LEFT TURN Free for major roads-  Eg (Sec7/6	The DDA Officials assured this will be looked into(ref para 1,a,ii)
vii.      The Levelling of Bitumen Coating- Flow of Rain water from Central Verge towards Road Side	(ref para 1,a,i)
viii.      All Bell Mouths to be covered with GRILLS	The DDA informed this is with MCD and MCD will be requested to install Bell Mouth with Grills
Action :	MCD. DF to forward this and highlight to Engineer-n-Chief of MCD and DC Najafgarh, CE/SE MCD.
ix.      All roads should have a Number and concerned Department along with contact Mobile/Office Numbers of Officials.	DDA have informed all the roads have the numbers assigned, wherever the numbers have not displayed will be installed.

b.      RESTORATION WORK: The DJB/BSES/IGL/TELECOM Companies dig and restoration take longer .	The DDA CE welcomed the suggestion of Dwarka Forum to have early tender immediately on receipt of depository amount from concerned agencies/companies. Work order will be given after completion immediately and CE will ensure implementation. The existing ones are under tender process and will be completed very soon.
c.        Market Complex:
i.      Entry/Exit of most of the MARKETS Complex	The DDA accepted that there were some problems and the same will be looked into case by case.
ii.      There is HUGE Malba and unconstructed service roads (eg Sect 11)	The DDA officials informed the same will be looked into.
d.        Parking
i.      The Parking issue of Sector 6/10 resolved to find at Plot behind Shankunatalm Apartment need to be put on fast track to motor able condition with bitumen at the earliest.	The DDA CE informed that the work will be awarded very soon to have  CC Path road to the new designated parking.
ii.      The Parking for Sector 4/5/11/12 need to be identified.	The DDA informed the efforts are on to find a plot in consultation with planning/uttipec the same will be finalised.
e.        Pedestrian Paths
i.      Dwarka Pedestrian Paths build over Storm water drain are INACCESSIBLE to majority of Pedestrian users due to design of APPROACH/ENTRY. The Pedestrian Paths Entry should be of Smooth and easy for Elders to Kids	The DDA Officials were opinion that the pedestrian paths are  accessible and wherever the problem exists the concerned Executive Engineers will be asked to looked into to correct the access.
ii.      The missing Slabs/Drain Covers must be replaced with Anti-THEFT measures if possible	The ongoing work – will be complete most of the issues related to this.
iii.      The Crossing of Pedestrian at most of the Junction in Dwarka are faulty and OBSTRUCTING with ILLEGAL Advertisement Board	The CE DDA categorically mentioned that NO Leniency will be applied and all the illegal boards/advertisements will be removed from Pedestrian paths which are obstructing public movements within two weeks.
iv.      Absence of  ZEBRA MARKING- The Marking must comply with LG Chaired Meeting and posted on UTTIPEC website	DDA officials informed that the once the new roads are dense carpeted this will be implemented.
f.         Cleaning Dwarka:
i.      Construction Malba: DDA Need to allocate at least One Dhalav or Plot for Construction/Renovation Waste Depositing per Sector	The DDA Member and Dy Mayor also requested the DDA officials to identify one plot per Sector or Combine two sector ONLY for CONSTRUCTION Malba disposal. CE assured to identify Construction Malba Site. Once the site prepared and list will be shared by DF. The issue of DDA Contractors and others by truck depositing at various location. The DDA Member and DDA assured action if provided FIR will be registered
ii.      DDA need to remove all the existing Malba on various Main roads and Service road across Dwarka	DDA will assign the contractor to remove all the malba on its area within 3 months.
g.        Community Centres: Status of Projects of Community Centre	Sector-3- 6 , Sector-5------4 months Sector-9------4 months under Scheme Plan drawings etc) Sector-10-----4 months Sector-11---   3 months- Tender issues Sector-13---4 months Sector-14----4months Sector-17----4 months Handed over to MCD Sector-18---- status not known Sector-19----4 months -Tender Issued Dhoolsaras—6 months Sector 23- Handed over to MCD, Sector 16 is almost ready. Sect  3, 4 within 4 months 5 & 9 will start s wok soon 19 , 7 called tender will commence soon within 5 days 16 A 16B
h.        Repair of DDA Flats:
i.      The NCCBL appointed and awaited report for repair of DDA Pocket Common areas. Some pockets of Dwarka by South Zone earlier handled are now transfer to Dwarka DDA Division area Pocket 13 A & B, Sector 16, Sector 3 Pocket 1 & 2, and Sector 14.	An issue that been closely been monitored and sought by Dwarka Forum. The DDA CE assured that within 4 months the work will be started. In case any flats have very serious risk it may be brought to his personal notice to give priority. 13 Pocket A & B & Sector 14, 13 Pocket 1 and 2 Rehabilitation work tender called. Also take any other required areas
i.         Desilting of SEWER Lines :
i.      Large Sucking Machines for all CGHS/DDA Pockets to clean SEWER Connection from Large residential complex .	The DDA Officials informed that hired a Private contractor to do the job outside the residential complex of CGHS & DDA Pockets. The internal sewer line the CGHS societies have to hire private contractor. on their own.
j.         Water Supply: Update on DJB and currently supply of 4.5 MGD.	The CE updated that there is no progress on increasing water from DJB. The DDA currently receives only 3.5 MGD and requirement is minimum 8 MGD. The WTP plant will be ready by end of 2011  in Sect 16.  There was decision earlier to supply water from Sonia Vihar Plant. However Not implemented by DJB. More tube well be installed on Najaf drain and get more water.
k.      Boundary Walls of Unallotted Plots:
Following Last two meeting (i.e. 9th Dec 2010, 20 Nov 2009, 25 Apr 2008- A good number of vacant plot have boundary wall. The left out need to be given priority this year. Boundry wall at Madhu Vihar drain bridge as per Delhi Police	The DDA officials assured all the unallotted land will be protected with walls
l.        Foot Over Bridge Demands of Dwarkites    A Foot Over Bridge was Demand of Residents at various Places, especially main Road No 201 &  Near Market 6/10, 4/5/11/12	The DDA officials have submitted the request to UTTIPEC for consideration for Road No. 201 for last 6 months.

 

DDA Electrical Division:

 

1.        Street Lights under DDA
a.        All the Master Plan(30/40/60/100 mtr) road streets lights are identified as Silver Paint is being maintained by DDA Electrical Division.
i.      However a number of street lights are not working out of Total                4393. The RWA/CGHS/DF and Delhi Police have been writing to DDA on this.	The Supretendent Engineer Mr. P K Bhandari assured the citizen that all the street lights will be repaired. The contracts have been awarded for the same. In case of any specific non functional light it may intimated to DDA.
ii.      A number of stretches in Dwarka are isolated and have no lights.	The DDA Member and Dy. Mayor demanded that DDA on TOP PRIORITY to put lights on stretch between various Metro Stations and Connecting roads.  All the service lane will be put  street lights. As per SE the BSES will be given contract.
b.        Street Lights under BSES where DDA Electrical Division to Repair and hand over to BSES one time.	The DDA Officials informed that the BSES will be given charge for full maintenance and repair and even installation of new lights as the BSES is larger organisation with resources compare to Electrical Department of DDA.
i.      According to DDA Electrical only 200 street lights are with BSES. BSES informed vide DERC decision 16/8/2010 that DDA will provide new poles, damaged or theft fittings replacement. The DDA Electrical need to get this on priority.	The BSES official present Mr. Panwar informed that BSES will work with DDA to install and repair all the street lights functioning.
2.        Shifting of Overhead HT Cables through BSES:
a.        Some Sectors like 22/23 shifted under ground. However, majority of the service road movement are restricted by BSES Over Head HT Cables Poles.	The DDA Electrical department informed that for sector 17, 5 and 19 (work begin) the shifting of the cables already in process. Once the road cutting permission received other sectors will also be taken up All the sectors will be starting in 4 months.
3.        Installation and Repair of Parks Lights and Tube well:
a.        As per the letter of DDA Horticulture additional  40 Pumps required and maintenance of 48 Pumps.	DDA officials informed that there were in few sectors where RWA/CGHS were not cooperating the electrical connection and barring such places all the bore wells will be completed soon 23 tube well work on 16 tube well are on. (need to get the Sector no 4 where they are unable to get cooperation)
b.        The Horticulture Department need to provide the Drawing/Map of the Parks to SE Electrical E1-I, to enable scheme for new installations.	DDA Electrical informed without even drawing the standard specification work will be taken up for all the park above 2.5 acres immediately. The Sector 23, Sector 5 have already started the work.
c.        The non installed parks pose serious threat to peace loving citizens as Anti social elements are found using it at night.
d.        The DF prepared & submitted a list of parks that need Electrical street lights and pumps etc. The information was collected from Citizen/CGHS/RWA of Dwarka	The DDA will consider all the list and accordingly will do the survey with DF and other RWA/CGHS/Citizens.

 

 

 

 

 

 

 

 

 

 

 

 

Horticulture Department – Dwarka Division : 

                       

1.        Maintenance of Parks
a.        DDA Maintained List of Parks to be shared.	DDA informed that 629.60 Acre is with DDA Horticulture(614 Parks as parks)
b.        List of parks DDA handed over to MCD – to be provided.	490 parks (as per RTI) 40 Colony 524 parks  12 colony deficiency worked but MCD not taken over.
c.        All the parks should have a board displaying the Supervisor, Section Officer, Asst Directors Mobile No to enable citizen/Park user to contact	The Dy. Director Horticulture agreed to install boards displaying the official name, contact for all the parks in Dwarka.
d.        DDA should conduct annual PARK/GARDEN festival in Dwarka similar to Deer Park and elsewhere	The DDA officials agreed to conduct Garden Festival in Dwarka.
2.        Maintenance of Road Central Verge and Service lane Tree  Replacements
a.        A Good work this year reflected by Horticulture by Flower planted on Central Verge.	The Dwarka Forum and citizen appreciated work compared to past. This need to be extended to all roads which were left out.
b.        The Contractors often leave the malba/waste on the roads resulting serious accidents and inconvenience and bad look. Same issue with the green belt between the service lane and the main road.  Never gets cleared.This need to be addressed	Dy. Director Horticulture that the Traffic Police not authorised Tractor Trolleys in Dwarka. The DDA Member and Dy. Mayor responded to this and advised order Temp Trucks or Mini vans to be used in place of Tractor in view of the restriction. The Dy. Director agreed for the same. Also Dy. Mayor  asked the Horticulture division to get large pits made for dumping the green waster and turning them into manure.
c.        Gap in Work Order and Work Execution Noticed(Rama may assign one member)         The example are Road No. 226. Work order 2453 dated 20/12/2010 Rs.1463880 found Work not executed such as replacing causality trees, watering etc	The Dy. Director agreed to look into this.
d.        A large number of tree sapling had casualty and space for new plantation as per specification available to be used.	The Dy. Director was being directed by DDA Member to remove all the trees that pose threat to motorist on the roads in consultation with forest department within one month.
3.        Status of  construction of Play grounds in Dwarka.	The Sector 13 ? Play ground will be ready very soon. Since no other plot allotted there is no progress update. DF will take up with Landscape department for more Playfield and Mini Stadium for Dwarka.
4.        Unique Gate	Unique gate for all the parks
5.        Trees on the main roads	Remove the trees on the roads that pose serious accidents to be removed within one months

 

DDA – Planning/Architect  Division: 

                       

a.        Zonal Plan K Implementation          There is lot to do about Dwarka called MASTER PLAN SUB CITY	Director Planning –Dwarka Mr. S K Pathak updated the participants about the Zonal Plan. The very purpose of Zonal plan will be to create all facilities for Dwarkites within sub-city.  21 Northern Railway terminal. ISBT in Sector 22 along with Multi Level Parking, Integreted Transport Terminal. Dwarka was build based  on  MPD 2001. A An Independent Disaster Mangement centre will be at Sector 9 build by MCD/Delhi Govt. Old Age Home, Night Shelotor less Women, Homeless, Handicap, 23 Delhi Univeristy Law, Sector 17 Medical College. Zonal Office for Dwarka allotted in Dwarka.. Social Culture in Dwarka Sector 11 similar to that of India Habitat Centre
b.        Service Sector Allotment issue         Away from reality and away from Plan on Paper the ground work differs. Some of them are the PRE HABITATION Plan of requirements are not meet even till date for example Vegetable Market, Mother Diary Booths, Mother Diary Vegetable Booths, DMS, Kendriya Bhandar, Library , District Centres, Cinema Halls etc	The Director planning informed that a Disaster Management Centre will be for Dwarka. Sector 16 will have Service Market will come up. Sector plan as per Convenient Shopping Centres(CSC) Nursery School, Primary School, Mother Diary booth provision also. When ever requests it is allotted.
c.        The Sector 20 is designated SERVICE SECTOR with Service facilities to be established. However NOT A SINGLE Facility had opened here. Instead DDA is converting the land use and selling it to commercial establishments. In that place the road or areas like Ramphal chowk become Motor Mechanic and Workshop in unorganised way.
d.        No space for Play grounds in Dwarka.
e.        Mini Stadium	Provision were provided now need implimentation
2.        Incomplete Projects:
a.        Bharat Vandana Park- No sign of implementation.	The Sr. Architect –West Mr. Mohan Chandra informed that Boundary wall design has been approved and will be executed very soon. Design is conceptual stage and once the screening committee will take the decision. The rest of the planning is with committee. The park will be similar to that of Japani park in Rohini.
b.        Approval of 750 Bed hospital building plan pending with DDA	The issue of Hospital were raised. The DDA informed that it is allotted land and the concerned Private or Delhi Govt agencies is for hospital.
c.        Uncompleted Roads connecting various parts especially sector 24,25,26 and Dwarka-Palam Vihar Expressway.	In the absence of Master Plan Ring Road, Another Ring road is plan Dwarka-Najafgarh-Rohini etc. The DDA Member and Dy. Mayor requested the roads connecting Dwarka with NH-8-NH-10 and Palam be taken up at the earliest. There is proposal another Ring Road NH-8 while passing through Rohini to NH-1.One of the road will be connecting to Palam Vihar.

 

Questions raised during the sessions in addition to the above are :

Chander Shekkhar Rai: Sector 6 Parks with anti social elements due to absent of boundry wall.

Sector 5 : Election ID Card issue raised by a resident to Dy. Mayor.

Sector 2 Pocket 2 : Representative raised the issue neglecting. Construction work Malba . Mr Solanki from DDA along with official visit the site.

Ashirwad Apartment, Sector 12 : Resident of this apartment is raised on the illegal Mandir on the service Road

Manju Shukla, Metrow View, 13 B: No mother diary booth. Garages have shops operated illegally.

Bawa  Sector 9: Corner parks turn into Dumping Ground. What are the DDA plan for this . Public and agencies ready to take over or hand over to Society.

Datta : Garden festival for Dwarka ready to volunteer all support

Sect 1- Pocket1 : Law and Order Problem . Not able to cross the main road 201 need for Foot Over Bridge/Subway.  park not developed in

Reshmi Shankar, Sector 9 Pocket 2 President : Water shortage . DDA have any power on Civilian waste the water on the over head tank. Authorise the JE to penalise the violators.

Roof top of the DDA Pocket a flats roof top are misused and locked by encroached

S S Goyal, Sector 7, Plot 1 Sriniketan : DG horticulture is available for free consultation. 4.5 MGD , 30 Litre a day , 400 liter per day. Then have no right to collect tax from citizen if not able to provide basic services. No tolerance Zone is a mockery.

Airforce Naval, Sector 7: HAF area is encroached, and not developed.

Mrs,. Cecili Kodiyan: Neglect of Sector 23 Park.

Sect 8 RWA AS Chatwal: Drain in Sector 8, not connected properly. Water line is just below the drain.

DDA Pocket LIG 2, Sect 14 : In the name of the flower and pots encroachment. Why No action

Asharama Apartment 39 A, Sector 6: Service line badly damaged. Park is not maintained, Power Cable over head.

Rakesh : Pocket 3 , Sector 16 : Nalah madhu vihar. Fencing of wall

Bawa , Plot 5, Sect 2 : Street light from Godhuuli road

Sect  Pocket 10: No water supply. Building grit wash collapse. Request under ground reserve.

Sector 7, Pocket 2 : Dirty water supply

CE Assured all the points will be answered

Sector 10 Market and Pocket already given instruction to start work

DDA Member and DF assured SECTORWISE meeting will be held to solve issues further in meetings.

The Dwarka Forum Honoured the DDA Civil Engineering, Electrical Division, Horticulture, Planning and Architect division for their contribution to Dwarka Sub-City. That DF would like to make this as an annual event and would like to honour individuals from these agencies who perform well from next year onwards. DF would be finalizing a mechanism to identify high performing individuals.

I hv the following suggestions:-

1.Pl put a date of completion against each item of work. just don't bother what date they may put but pl insist for dt of completion.

2. last 10 years dda/djb has failed to bring water to dwarka indirectly leading to generation of black money by bringing tankers of substandard water burning costly foreign exchange.pl put a date for intallation of tubewells along najafgarh drain.

3.Arund more than 70 cghs hv installed the rain harvesting system that shud hv helped recharge of dwarka area.this may pl be assessed by dda .It is not difficult for them..

Dear Friends

 

We are recharging the ground water by mandatory

Rain Harvesting System in each and every Residential

Complex in Dwarka.

What I have observed in most of the places it is not fully

Operational , in many places the drain collecting the water

Is misunderstood and sever lines are connected or people

Have kept their washing machines in balcony and pouring

The detergent water in the rain harvesting drain , I have tried

To educate few people about this mistake few of them understood

It but most of the people do not find it any wrong because they

Are not affected immediately .

these  are valid points, however , i would request strict to the subject and if any input correction.

Rest on these points either we discuss on the existing thread as all this issue discussed in the past.

Yes it was valid well meaning suggestion to include Deadline for implimentation I will put one more column

Water= Its DJB role as we all know or read in the draft report

Water Harvesting is with Building Department of DDA which was not part our agenda they were not part in the meeting, so will have to handle seperately(if you refer my rti with Bldg copy availble on the blog plssss)
