They did that so they didn't have to shut water off to the entire building since we (bldg manager, Funky Finds' Ray, me, plumbers) couldn't find a shutoff valve ANYWHERE. The problem was whoever hung the pipes up punched through them with the hangar and now, years later, the hole got big enough to notice it dripping.
