Online Enticement of Children: Motives and Tactics



The National Center for Missing and Exploited Children (NCMEC) operates the CyberTipline, the nation’s centralized reporting system for suspected child sexual exploitation. Reports made to the CyberTipline, totaling more than 27 million since 1998, uniquely position NCMEC to spot patterns and trends in child sexual exploitation, including the “online enticement” of children.

 

To better understand this type of victimization, we analyzed 5,863 online enticement reports from 2015. These reports demonstrated that someone enticing a child online can have a variety of motives and tactics: to entice a child to share sexually explicit images, to arrange a meeting in person for sexual purposes, to engage the child in a sexual conversation or role-play or, in some instances, to sell or trade the child’s sexual images to other offenders.

 

The primary motives appeared to be to obtain sexually explicit images and to meet and have sexual contact. The most common tactics used to entice children included:

 

·     Engaging in sexual conversation/role play as a grooming method, instead of a goal

·     Asking for sexually explicit images of the child or mutually sharing images

·     Developing rapport, known as grooming, through compliments, discussing shared interests and “liking” their online posts

·     Sending or offering sexually explicit images of themselves

·     Pretending to be younger

·     Offering incentives, e.g., gift cards, alcohol, drugs, lodging, transportation or food

Police, fire and EMS personnel are often first to respond to calls involving children with special needs, who may wander or elope from safe environments. Because of this, it is essential that these children and their families become familiar with all first responders to help ensure their safety, should they ever go missing.

 

Hosting a community-based sensory-friendly event is a useful tool to familiarize children with special needs to the sights and sounds associated with emergency response in your area. NCMEC offers free resources to help host an event of this type, as well as information on cases reported to our hotline and child safety tips involving children with special needs. Team Adam Deploys to Puerto Rico

Hurricane Maria hit Puerto Rico on Sept. 20, 2017. NCMEC sent several members of its Team Adam at FEMA’s request, to help locate any missing children. Deployed there for two weeks, the team went to local shelters alongside federal and local partners to locate children who had not been heard from since the storm, a vital role to support the many families impacted by this tremendous storm.

AMBER Alert Awareness Day - Jan. 13

AMBER Alert Awareness day memorializes the 1996 abduction and murder of Amber Hagerman, which prompted the development of the AMBER Alert program. Now in place for 22 years, the AMBER Alert network consists of broadcasters, law enforcement, government agencies, and technology partners that can instantly galvanize the public when a child is abducted. Human Trafficking Awareness Month

The Demand Project, in partnership with the Department of Homeland Security and NCMEC, held the second annual “Beyond Awareness Human Trafficking Summit” on Jan. 25-26, 2018 in Tulsa, Oklahoma. More than 175 representatives, from health care to law enforcement, learned about human trafficking in the U.S., including the nature of child sex trafficking and possible indicators and characteristics of victims and offenders developed through NCMEC data and analysis.
