Examining the code, I believe this bug is already fixed.

[BACKPORT trunk 1807] prevent crash if a desktop-file contains invalid
values - bug 757140

https://bugs.launchpad.net/ubuntu/+source/docky/+bug/757140

2.1.3 is released or you can try the 2.2.0 development branch/ppa.

Unfortunatly the bug was not fixed:

name@ubuntu:~$ sudo docky
[sudo] password for name:
[Info  22:09:13.206] Docky version: 2.2.0 bzr docky r1817 ppa
[Info  22:09:13.219] Kernel version: 2.6.38.11
[Info  22:09:13.221] CLR version: 2.0.50727.1433
[Fatal 22:09:13.399] DBus could not be found and is required by Docky. Exiting.

And it is not starting a usual way.

Please dont hijack another thread. Your issue is completely unrelated
to this user's issue. Please respond to your own thread (where
coincidentally, I pointed out what YOUR problem was).
