django.contrib.contenttypes.models.ContentType doesn't declare an explicit app_label

I'm getting the below stacktrace error when I try to runserver or makemigrations:

RuntimeError: Model class django.contrib.contenttypes.models.ContentType doesn't declare an explicit app_label and either isn't in an application in INSTALLED_APPS or else was imported before its application was loaded.

Here are my INSTALLED_APPS and REST_FRAMEWORK variables from my settings.py file:

I was just working on some nested serializers and this error started coming up. My models have app_labels explicitly defined, but since I'm working on the cloud 9 platform I can't go in and explicitly define app_labels for django.contrib.contenttypes.models.ContentType

I'm not sure if this has to do with some other unrelated issue since these installed apps were working just fine 1 hour ago.
