stock allocation not updated when item removed from cart

Just testing my site locally in the dev server (with Solr running)

In my shop each item is unique, ie stock of 1

I added an item to the cart, it disappeared from results... ok because stock had been allocated

Then I removed it from the cart... it does not reappear

How do I 'close the loop' on stock allocation?  How is this part of Oscar supposed to work?
