Limit access to dashboard for partners to show only their stats (PR #2711)

Hello everyone,

I submitted a PR #2711 that makes the Dashboard more safe in terms of displaying potentially sensitive store information to non staff (probably partner) users and at the same time gives them an ability to see more relevant stats.

The PR contains two backwards incompatible changes:

• It removes the get_open_baskets method from the IndexView class
• It changes a signature of the get_hourly_report method of the IndexView class

Is there anyone who needs to be able to override the get_open_baskets method and who wants to keep it?

Any feedback on this PR is very welcome!
