Djanog CMS template prepopulated with some plugins

Hi 

I am new to Django CMS  anf my project requirement is 

the CMS admin should able to change layout of template from his  login. just  like djangocms_grid 

but the with djangocms_grid we need to add plugins for each new created page.

I want that admin will only attach the tempate with prepopulated pulgins top a page and then admin can rearrange the plugins within the template in structure mode.

is it possible?

how can i call plugins inside template.html?
