a=ice-lite not honored in libwebrtc (Android)

Hi,

I'm providing a remote SDP with a=ice-lite (the same one I
successfully use in a browser app) to a native PeerConnection
(libwebrtc taken from Chrome M58).

The native app behaves as a ICE controlling so it first sends a STUN
Binding Request without USE-CANDIDATE. The ICE-Lite server then
replies OK, and now the native app MUST send a new STUN Binding
Request with USE-CANDIDATE flag.

However it doesn't, so ICE never becomes "completed" and DTLS cannot start.

Is there any trick for making ICE Lite work in libwebrtc?
