The voe_cmd_test allows using the command line to set up a call and poke at a few of the VoiceEngine APIs.

It'd like to understand if voe_cmd_test is being used a lot, and what for?

(The background is, as previously mentioned, that the legacy VoiceEngine APIs are going to be deprecated and the voe_cmd_test will need to be updated, or its functionality provided some other way.)
