PSA: Deprecation of video encoder and decoder API

He everyone,

As of d60d06a9f971a36c9a51ff9919850cffb993893c, header files video_encoder.h and video_decoder.h are moved from webrtc/ directory to webrtc/api/video_codecs/ and have their own GN build target "webrtc/api/video_codecs:video_codecs_api". Old files are still available to include for a time being but are deprecated.
