As of Chrome M59, chrome://webrtc-internals needs to be open in order to collect logs. Previously, gathering log data was done regardless, which while convenient for developers of WebRTC based applications, contributed to significant memory consumption in Chrome and in extreme situations, could take down the entire browser.
With the change that's been made, chrome://webrtc-internals should be used more as one would use a debugger. That is, in order to debug a WebRTC application, first open chrome://webrtc-internals and then run your application.
