why remove the RateStatistics class, and calculate incoming bitrate in sender side ?

Hi experts:

Recently, i fond the |RateStatistics| class has been removed from webrtc source code. and a new class |AcknowledgedBitrateEstimator| is introduced to estimate the receiver side incoming bitrate in sender side.

Can you some one explain why estimate the receiver side incoming bitrate in sender side? why not calculate it in receiver side and bring back in feedback message? Isn't it more accurate in sender side ?
