PSA: Removing StartRtcEventLog and StopRtcEventLog from PeerConnectionFactoryInterface

Hello,

What is the new feature/change? 

We're removing StartRtcEventLog (two overloaded versions) and StopRtcEventLog (one version) from PeerConnectionFactoryInterface. We're not removing them from PeerConnectionInterface, though we do have upcoming changes there (separate announcement upcoming).

When and where is it going to be available?

As soon as https://webrtc-review.googlesource.com/c/src/+/6782 is landed.
